Without going into specific industry, the answer is yes you can require your workers to attain a certain quota for the day. However, this quota has to be approved by the Department of Labor and Employment, after the latter conducts a " time- motion " study. This is to ensure that your target quota is not too high for your workers.
Upon approval by the DOLE, the company can now implement the minimum quota system. Failure to meet the work quota can be a ground for termination of employment ( after several warnings ).
However, the company cannot simply deduct the worker's salary. Unless, it is mutually agreed by the Employer and the Employee before hand, and the " piece - rate" system was previously registered and approved by DOLE.
